Seattle: a real example, not a nationwide rule
The published 2021 Seattle Building Code Chapter 17 addresses approved agencies in 1703.1 and inspector qualifications/registration in 1704.2.1. It describes WABO registration unless otherwise approved by the building official. Use this to see why ICC certification alone should not be assumed to establish local authorization.

A credential does not settle local registration
A qualified candidate holds an ICC credential and is proposed for a Seattle project, but local registration or alternative approval has not been checked.
